KSB Associates, Inc. (KSB) is founded by Ms. Kumari S. Bharil, a licensed civil engineer (WA) with over 25 years of experience with various State Departments of Transportation and Consulting Companies, to provide high quality professional consulting services in Southern California on a "one-on-one" basis. KSB is certified as a DBE /WBE/MBE/SBE firm in the State of California and Washington (by California Uniform Certification Program, CUCP Firm No. 43248 and LA Metro). Ms. Bharil has been providing professional project management, construction management and quality management services to consultants, contractors, real estate attorney, and government agencies in western states including Orange County Transportation Authority (OCTA) on a wide variety of conventional and design-build projects since 1987. She brings hands-on experience in design, construction, materials, quality, training, and policy development. Her r​ecent engagements involve serving as an OCTA project manager on five Orange County grade separation projects and performing quality management of numerous OCTA design and construction projects. Prior services have included working for the Departments of Transportation in Washington and Iowa states and serving as the design quality manager on design-build projects.  She also serves as an Adjunct Professor at California State University at Fullerton.

Mr. Raj Bharil, PE, SE, PMP, Ph.D. an accomplished bridge engineer with over 30 years of experience, has serves as the Director of Bridge Engineering to provide a full range of project management and project delivery services related to transportation infrastructure improvements. Together, they form a highly experienced transportation engineering team with over 50 years of hands-on experience in bridge design, roadway design, materials, construction, inspection, preservation, technical training, policy development, and design/construction quality management.

Raj Bharil, PE, SE, PMP, PhD

Mr. Bharil is an experienced bridge/highway/railroad project manager and accomplished bridge/structural project engineer with a wide range of portfolio with both private and public sectors in western states of California, Oregon, and Washington. He has successfully managed and led the procurement and delivery of hundreds of infrastructure improvement projects involving bridges & tunnels located on highways, transitways, railroads, and bikeways/pedestrian trails in areas of planning, design, preservation, and construction using conventional and alternative project delivery methods. He is also an author of numerous technical papers on bridges and chapters of a newly published international bridge engineering handbook. His prior engagements have included AECOM, URS, DEA, Hardesty & Hanover, Arvid Grant Associates, Iowa DOT, and founding and running a bridge niche firm CES.

As a seasoned bridge engineering professional, Mr. Bharil maintains professional (PE) and structural engineering (SE) licenses in many states and a Professional Management Professional (PMP) certification with Project Management Institute (PMI). He has successfully served numerous municipal, county, state, and federal government clients on bridge planning, design, construction, and inspection projects in the states of California, Oregon, Washington, Alaska, British Columbia, Nevada, Utah, Idaho, Montana, Arizona and many other states. His diverse range of experience in capturing, managing and delivering simple to complex projects, his ability to lead diverse multidisciplinary staff on major bridge/highway/railroad projects, and his innate ability to implement practical solutions while managing client’s social, economic, budgetary and functional expectations have been some of his most valuable assets.

His engineering expertise includes: preliminary bridge design (Advanced Planning Studies and Type Selection Reports), final bridge design (Plans, Specifications, and Estimates), bridge seismic vulnerability assessment, bridge seismic retrofit and bridge rehabilitation, grade separation /underpass / overcrossing structures, bridge condition inspections, bridge preservation management, alternate project delivery, complex and signature bridges, construction engineering services, hydrology/hydraulic studies, bridge scour mitigation, pipeline and utility crossings, tunnels, bike/trail / pedestrian bridges, structural composites, bridge aesthetics, historic bridge rehabilitation and restoration.
